African Union’s New Credit Agency to Enhance Financial Transparency in Africa

PORT LOUIS, MAURITIUS / RankWire.AI / – On October 7, in Mauritius, the African Union formally introduced the Africa Credit Rating Agency, or AfCRA. This new entity will focus on evaluating African sovereigns, companies, and other issuers. AfCRA aims to deliver independent credit ratings based on African data, expertise, and economic conditions. The launch event took place in Port Louis during the second annual African Conference on Credit Ratings. Mauritius will host the agency’s headquarters as it expands its reach across the continent.

African Union launches Africa Credit Rating Agency
AfCRA expands Africa-focused credit rating coverage for governments and businesses.

The African Union initially approved the idea of AfCRA in 2018. African finance and economic planning ministers renewed their support in Nairobi in July 2023. During 2024 and 2025, the African Peer Review Mechanism led efforts on governance, methodology, and operational frameworks. AfCRA now functions independently of that process. It operates on a private sector-led, self-funded model. Government ownership of shares is explicitly prohibited by its rules.

African Union Commission Chairperson Mahmoud Ali Youssouf attended the official launch alongside Mauritian officials and institutional partners. Participants included Mauritius ministers Dhananjay Ramful and Jyoti Jeetun. Representatives from African and international organizations were also present. Youssouf emphasized that AfCRA should offer reliable, technically sound analysis of African economies and credit risks. He highlighted the importance of independence and adherence to global standards. The agency intends to complement existing international credit rating providers, not replace them.

Ratings rooted in African data and independent analysis

AfCRA’s scope includes sovereigns, sub-sovereigns, companies, and financial institutions across Africa. Its main goals are to increase transparency, fill information gaps, and enhance market intelligence. The agency also seeks to support better investment decisions through data-driven credit evaluations. Its governance model prevents governments from holding equity. It incorporates safeguards for transparency, credibility, and conflicts of interest. The African Union states these measures are essential for credible ratings and market trust.

The launch comes after years of debate about how global markets assess African borrowers. African policymakers have voiced concerns over information gaps and local economic conditions. AfCRA introduces another analysis source into the credit rating landscape. The United Nations Economic Commission for Africa supported the development, working with African financial institutions and partners. The commission believes the agency will add African perspectives and data to credit assessments, complementing international rating firms.

Mauritius chosen as the headquarters for Africa’s credit rating body

Mauritius was selected as AfCRA’s base because of its strong financial sector and international market links. The African Union also cited its regulatory framework and connectivity with African and global financial hubs. Mauritian officials participated in the Port Louis launch event. AfCRA will operate from Mauritius, serving issuers across Africa. Its mission includes providing credit ratings and related analyses for public and private sector borrowers seeking visibility in local and international markets.

This launch marks the transition of AfCRA from an African Union-supported initiative into an operational continental credit rating agency. Its establishment introduces a new, Africa-focused player into the region’s financial landscape. The agency states it will base its evaluations on independent analysis, regional data, and technical expertise. It will assess creditworthiness among various African issuers. The African Union views AfCRA as an additional source of credit information for investors, lenders, governments, and businesses active in African financial markets.
