This development follows months of negotiations with the SpaceRISE industrial consortium. A new implementation agreement marks the transition of the IRIS² program from planning to full industrial deployment. The formal contract increases the planned satellite fleet to 348 spacecraft. This aims to bolster sovereign connectivity, defense capabilities, and emergency response efforts across member countries.

According to the revised agreement, the main satellite constellation will grow from 282 to 348 units. The expanded design incorporates 330 satellites in higher low Earth orbit and 18 in medium Earth orbit. Additional orbital slots are reserved for specialized missions. The agreement confirms the schedule for satellite manufacturing, launch procurement, ground segment construction, and operational connectivity services. Initial satellite launches are planned for 2029, allowing participating countries to access early sovereign communication capabilities soon after.
This decision to enlarge the satellite constellation addresses increasing security needs and evolving defense requirements across Europe. The upgraded design improves the satellite hardware, with an extra layer of 66 low Earth orbit spacecraft. These are dedicated to defense forces, security agencies, and emergency responders. Technical assessments indicate this expansion will boost secure government communications by 60 percent within the EU and by 54 percent globally. The increase enhances regional capacity during crises and infrastructure emergencies.
EU Commission Signs Agreement to Grow IRIS2 Satellite Fleet
The SpaceRISE consortium, which manages the development and 12-year operational phase, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The European Space Agency provides technical support and launch coordination. Manufacturing involves a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB. Telecommunications firms Orange and Deutsche Telekom also participate.
Funding combines EU budget resources, national contributions, and private investments from consortium members. Member states are formalizing their financial commitments for deployment from 2028 to 2034. Poland has committed 656 million euros, Hungary allocated 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros. Additional national funding agreements are currently under discussion.

The expanded system will also serve countries outside the EU, including Norway and Iceland, through special agreements. IRIS2 is the third major space project by the European Union, after Galileo and Copernicus. It aims to deliver high-security, tamper-resistant communication for public authorities and bridge connectivity gaps in remote areas. The network will use military-grade encryption standards across dedicated spectrum bands. This protects critical infrastructure from cyber threats and physical disruptions.
As manufacturing ramps up across European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbit tests. The agreement ensures the EU will expand IRIS2 to meet long-term strategic autonomy goals.
